The great thing about being away from home... is the journey back! The status of "Toshav Hozer" applies to every Israeli citizen who has lived abroad for 2 years or more. As such, you're entitled to import your personal effects and household goods duty-free. If you've stayed abroad for more than 6 years, you're also entitled to import a car with reduced taxes.
Upon returning to Israel, you will need to contact the Ministry of Immigrant Absorption, schedule an appointment and obtain a Returning Citizen Booklet ("Teudat Toshav Hozer"). You will then need to have that booklet stamped at an Israeli customs agency and submit a copy of the booklet together with your original Import Declaration and Power of Attorney to our office in Israel.
For more information on the required forms, visit our customs information page, and for more details concerning your import rights as returning citizens, visit this page on Israeli customs' website.
